Agenda Item 4.0  

Holmes and ELC Combined Presentation4.01
A group of 7th grade students from Holmes Junior High presented to the board about the Buddy Program that Holmes and ELC students participate in twice each month on Fridays. The Holmes students spoke about their experiences with the ELC and why they find the program both beneficial and rewarding.

Under the program, 7th graders at Holmes are provided the opportunity to work with ELC students in classrooms, the gym, during their Special Olympics Young Athletes program time, and during other events. To date, the Holmes 7th graders have logged over 175 hours of support to the ELC and its students through the program.

Agenda Item 5.0

2018-19 Trimester 2 Focus Area Update5.01
Associate Superintendent of Schools Tom Luedloff and other CCSD59 administrators presented an update to the board on areas of focus for the 2nd trimester. It included a review of the planning and action steps taken in connection to the district focus areas, an update on the status for the first trimester of the school year, and a preview of next steps.

Agenda Item 6.0

Property Tax Appeal Board (PTAB) Authorization to Intervene On Assessment Appeals – 6.01
The board discussed a resolution authorizing CCSD59 to intervene on all 2019 assessment appeals, rather than each time a notice is received from the Cook County Board of Review on a newly-filed appeal. CCSD59 intervenes on all cases, sometimes in partnership with District 214, depending on the location of the property and the requested amount of assessed value reduction.

The board will vote at the April 15, 2019, board meeting to authorize Franczek Radelet P.C., as its legal representative. If approved, Franczek Radelet P.C., will file a Request to Intervene in Appeal Proceedings in all 2015-2019 assessment-year appeals filed at the PTAB for which the board receives notice from the Cook County Board of Review and represent the board’s interests in these proceedings.

2019-20 School Year Pay Bus Fee  – 6.02
Each year, the board approves the pay bus fee for the coming year. The pay bus fee is the amount a family pays for transportation if the student is non-eligible for free transportation. The pay bus fee for 2019-20 is based on the weighted cost per pupil calculation set by the state and the estimated regular education transportation costs.

The resolution proposes the pay bus fee for 2019-20 to be established at $361. This reflects an approximate 0.1% increase from the 2018-19 fee of $360 and is reflective of the higher contracted transportation cost. The board will vote on the fee at the April 15, 2019, board meeting.

Renewal For Refuse/Recycling Service Final Proposal – 6.03
CCSD59’s current contract with Republic Services for general refuse and recycling services is for fiscal year 2019 with an option for two one-year renewals based upon the District’s satisfaction with the vendor’s performance.

As a result of overall industry changes that have increased the cost of recycling, Republic has proposed a 1.1% rate increase resulting in a monthly charge of approximately $4,179.84 compared to the previous rate of $4,134.70.

The board will vote at the board meeting on April 15, 2019, on renewing the contract with Republic Services for refuse and recycling for the period beginning July 1, 2019 and extending through June 30, 2020.

Approval of School Photography Services for Friendship, Grove, and Holmes Junior High Schools – 6.04
CCSD59 issued a Request for Proposal (RFP) to seven photography companies for the purpose of securing school photography services for Friendship, Grove, and Holmes Junior High Schools.  

The intention of the RFP is to provide consistency across the junior highs for photography services and to reduce the cost to families. The term of the contract is for a five year period (July 1, 2019 – June 30, 2024) to be renewed annually.  

The board will vote on the recommendation to extend the contract for school photography services to Stuart-Rodgers Photography at the board meeting on April 15, 2019.

Strategic Planning Update – 6.05
The board discussed three potential partners to provide support for strategic planning and community engagement. The board will continue to hold discussions about selecting the best partner to help facilitate the strategic planning process at upcoming board of education meetings.

Approval of Submission of the Work Plans for School Improvement as Part of the Title I School Improvement 1003(a) Grant  – 9.01
The Title I School Improvement 1003(a) Grant and IL-Empower process requires all comprehensive and targeted schools, in Illinois, for both the 2017 and 2018 ESSA designation period, to complete a work plan indicating action steps to support school improvement. The Illinois State Board of Education (ISBE) requires Work Plans for School Improvement to be approved by both the local school board and ISBE.

The board approved submission of the Work Plans for School Improvement to ISBE for the required schools.

Proclamation for Volunteer Appreciation Week April 7-13, 2019 – 9.02
School Volunteer Appreciation Week will be celebrated throughout CCSD59 during the week of April 7-13, 2019. In recognition of the hours of service provided by volunteers who assist the children and staff of our school system, the board adopted the annual proclamation recognizing volunteers for their service to the children, staff, and school district.

Approval of Donation of $850 from American Heart Association to Juliette Low Elementary School – 9.03
The board approved the request of Colleen Davis, PE teacher at Juliette Low, to participate in the Kids Heart Challenge, sponsored by the American Heart Association (AHA). Certificates valued at $850 from the AHA were approved and will be used to purchase PE equipment at Juliette Low Elementary School.
